While the territory of Fjall is considered by the rest of the world to be an independent nation, this small collection of city states does not consider themselves to be a unified government, or even a federation of city-states

History

Today, the nation of Fjall is a mixture of Human and Carragh cities, but it originated with the colonization of the island by the nation of Hito'Maru. They built the cities in the southern half of the island in an attempt to block colonization by Jhua'nen. Jhua'nen responded by invading Hito'Maru and absorbing them back into the empire. The colonies in Fjall were largely ignored and declared independence during the Blood Wars

They were able to declare independence due to the discovery of a new Carragh clan, Pali Nena. Unlike their counterparts in the Sliabh mountains, these new Carragh integrated themselves into the fabric of Fjall, and their strength made independence possible. Jhua'nen made a few attempts to bring the nation back into the fold but their efforts were soundly routed and the reputation of Carragh spread quickly. Many historians credit these victories for the lack of invasions on both Fjall and Sliabh

Fjall continued to build, and the Humans and Carragh forged a strong nation, which has remained extremely isolated in the Age of Balance, to the present day. Fjallen did not take part in the rebuilding efforts of the First Age of Balance, nor have they taken part in any of the reconstruction or resettlement projects that were undertaken in the Second Age. As very few citizens travel abroad, and foreigners are not welcomed in their cities, little is known about the nation abroad

Government and laws

Fjall has a myriad of laws relative to other predominantly Carragh societies. This is entirely due to the human population and the nations start as a colony. The laws are a blend of human sensibilities and Carragh values, and can be quite jarring for outsiders. As such, several travelers have had very negative experiences when visiting the nation, which has served to discourage further travel

Each city in Fjall has a mayor which handles day to day organization of the city, particularly the human elements, and settles disputes as they arise. There is a national council based in Sclata which administers foreign affairs but has minimal influence within the country


Society and culture

Religion
Spirituality with Fjall is similar to that of all Carragh, revolving around adherence to the personal dictates of the song within oneself, living in harmony with the music of your life and also harmony with the other members of your clan. Carragh value individuality, honesty, and loyalty. Anyone outside your clan is often treated with sharp indifference, though there are weaker bonds of unity flowing between all Carragh. In the case of Fjall, these bonds extend to the Humans native to Fjall, and these Humans take part in these values and many of the more spiritual among them claim to be able to hear the Stone Song

Dress
The Carragh and Humans of Fjallen all share the same traditions when it comes to clothing, wearing intricately patterned suits for almost all occasions. When doing hard labor, they will often wear shorter pants that come halfway up the calf, plain vests, and the Humans will wear leather shoes. In all other cases, they will wear finely tailored suits which go down to the knee. The dress is the same for both genders of Human and for the Carragh, though the female humans will typically wear brighter colors than the males. The Carragh often choose a gender role with which to associate and wear clothing to match

Food
The diet of Fjall varies by species, as their dietary needs are quite variant. That said, there is clear overlap between the two groups, and the general diet is somewhere in between the two. Fjall produces a Slush similar to Sliabh, but mixes some fruit tones into the mushroom based alcohol. They also produce a red wine which has a strong copper aftertaste. Typical dishes are based off of mushrooms and lichens, often cooked into flavorful stews enjoyed by both species. They also produce an earthy sheep's cheese, which makes its way abroad, and is named Marmair White, named after the trade city from which it is distributed

Music and Arts
Music in Fjallen is an esoteric experience, they are concerned with bringing harmony out of discord. The tempo is usually slower overall but includes jarring changes. Audiences crave novel sounds and compositions. Outside musical endeavors, artistic expression is singularly focused on sculpture. Unlike their peculiar music taste, Fjallen sculptures are prized across terra, though they are extremely rare. Artists never sell their pieces to outsiders, or even sell them at all. The gift of a statue or sculpture always carry specific meaning intended for the recipient. As a result, very few reproductions are ever created
