The Carragh Union is unique among the galactic empire, it can barely even be called an empire. While there are sparse, discrete systems of law and structure within the union, there is very little direct governance or hierarchal authority schemes. Adhering to the path laid out by the Stone Song, the Carragh have very little disharmony within their societies. As a counterpoint, the Carragh do not have collective goals, and they almost never expand their empire by conquest. They do occasionally colonize new systems, though this is very rare.
