The largest city of [[Kilig]], Hamr is a primate city, and Kilig's capitol. It is the largest port in the country, and the continent. A relatively faster paced city, the bulk of wandering Ulfar find Hamr more suitable to their lifestyle than the rest of the country. As such, there is a continual population of [[ulfar]] from abroad in the city. The city accommodates them, both culturally and with a large section of the city dedicated to temporary boarding of every stripe

Hamr is also home to the National Council which oversees and votes on the proposal of new laws. The city has a mayor as the other Kilig cities, who presides over the national council, and is widely accepted as the nation's figurehead, as there is no office higher than the National Council
